Obama Apoints Radical 'Rationing Expert' To Head Medicare and Medicaid

President Obama used a recess appointment that bypassed Congress to appoint Dr. Donald M. Berwick to head Medicare and Medicaid, two health programs that insure over a third of the American people.These organizations are run by employees who primary duties and salaries come from medical billing.

Recess appointments are not unknown, but this one extremely unusual because the Senate is in recess for less than two weeks and senators were still waiting for Dr. Berwick to submit responses to some of their requests for information. Normally, recess appointments are used in an emergency. Or, as in the case of John Bolton during the Bush Administration, a confirmation hearing has been in process and the nomination is being held up by one or two senators.

This is also different because recess appointments are almost never used for positions that formulate and implement policy, which is what Dr. Berwick will be doing.

There are a number of good reasons why President Obama felt the need to essentially sneak Dr. Donald Berwick past Congress.

Remember Sarah Palin's Death Panels, AKA The Independent Medical Advisory Boards that are such an important part of of ObamaCare? Dr. Berwick is a long standing advocate of such health care rationing.

In an interview last year with Biotechnology Healthcare, Berwick said society makes decisions about rationing all the time, and that the "decision is not whether or not we will ration care -- the decision is whether we will ration with our eyes open. And right now, we are doing it blindly."

He also is very honest about using Obamacare for what it was actually intended to be - a tool for the redistribution of wealth:



Here's the money quote: “Any health care funding plan that is just equitable civilized and humane must, must redistribute wealth from the richer among us to the poorer and the less fortunate. Excellent health care is by definition redistributional.” - Dr. Donald Berwick

You can watch the full speech here, and there are a number of quotes by Dr. Berwick that are worth looking at - particularly clear is his hatred for the idea of the private sector being involved in health care and his love affair for the UK-style National Health nightmare.

You now have a very good idea of what you can expect with Dr. Berwick overseeing the implementation of ObamaCare. He is essentially a clone of Obama's beliefs on the matter.

And it's also obvious why a recess appoint was needed. With over 60% of the American people already favoring repeal of ObamaCare and the midterms coming up, the last thing Obama and the Democrats wanted was to reopen the debate by having some one like this grilled by the Senate with the midterms coming up in a couple of months.

Berwick will be in heading the nuts and bolts part of ObamaCare until the new Congress sits in January of 2011.

Elections have consequences. Remember in November.
